Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, stated that Ukraine should have the Form of Government to secure more Responsible Authorities
On Monday, at the press conference in the city of Uzhhorod, the Chairman of The Verkhovna Rada of Ukraine answered the question concerning the most suitable form of government (presidential or parliamentary) for Ukraine and stated that the one that secured more responsible authorities was more adequate.
V.Lytvyn stated that the matter should have been discussed till the end of 2004-beginning of 2005, when the future image of the country should have been presented.
He deems necessary "to distribute the authorities and make all the branches and institutes of the authority work efficiently and adequately". "Unfortunately, I must admit that the years that have passed ever since have been wasted. Thus, the fact that our economic development remains at the level of year 2004 confirms this assumption", - stated the Chairman of The Verkhovna Rada of Ukraine.
To lead the country out of the collapse, V.Lytvyn deems necessary to enhance individual responsibility in the situation, when "the collective institutes of authority fail to work efficiently due to the alienation from power".
According to V.Lytvyn, the parliamentary form of government fails to suit the present-day election system. However, the country will have no future, unless the importance of the parliament is enhanced.
However, V.Lytvyn objects to the thoughtless redrafting of the Constitution. "The Constitution is not effective, as it is not implemented in the political life. Ukrainian political system pursuits its own way, and the society develops in its own one. It is necessary to secure strict observance of the effective Constitution to provide for the basic level of social security and let the citizens feel their influence upon the changes for the better", - underscored the Chairman of The Verkhovna Rada of Ukraine.
